If I'm self-employed, can I deduct COBRA payments for the self-employed health insurance deduction?

No. This deduction requires that your insurance plan is established for your trade or business. COBRA insurance is a continuation of your employee insurance plan. This means it's not established for your business. So, you can't claim it as a self-employed health insurance deduction.

However, you can claim the payments as medical expenses on Schedule A.
