The new program, authorized under a federal law enacted by Congress, enables designated contractors to collect, on the government\u2019s behalf, outstanding inactive tax receivables.<\/p>\n<h2>More from H&amp;R Block<\/h2>\n<p>In 2017, the IRS began to turn over accounts it&#8217;s no longer actively working to private debt collectors. Those accounts include situations in which:<\/p>\n<ul>\n<li>There&#8217;s a lack of resources.<\/li>\n<li>The IRS can&#8217;t locate the taxpayer.<\/li>\n<li>One year has passed without any IRS collection activity.<\/li>\n<li>More than one-third of the 10-year <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-collection-statute-expiration-date\/\" target=\"_blank\" rel=\"noopener\">statute of limitations <\/a>has passed, and no IRS employee has been assigned for collection.<\/li>\n<\/ul>\n<p>The IRS will send a <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/irs-notice-cp40-assigned-overdue-tax-account-private-collection-agency\/\">CP40 notice<\/a> to inform you that your case has been transferred to a private debt collector. The collector will also send you a letter informing you that it has received your case.<\/p>\n<p>The IRS won&#8217;t transfer delinquent accounts if you are:<\/p>\n<ul>\n<li>Under <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-irs-auditexamination\/\" target=\"_blank\" rel=\"noopener\">IRS audit<\/a><\/li>\n<li>Under 18<\/li>\n<li>A victim of <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-tax-identity-theft\/\" target=\"_blank\" rel=\"noopener\">tax identity theft<\/a><\/li>\n<li>In <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-currently-not-collectible\/\" target=\"_blank\" rel=\"noopener\">currently not collectible status<\/a><\/li>\n<li>Deceased<\/li>\n<li>In a combat zone or disaster area<\/li>\n<li>Currently working with <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-irs-appeals\/\" target=\"_blank\" rel=\"noopener\">appeals<\/a><\/li>\n<li>In an <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-installment-agreement\/\" target=\"_blank\" rel=\"noopener\">installment agreement<\/a><\/li>\n<li>Appealing a case in <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-u-s-tax-court\/\" target=\"_blank\" rel=\"noopener\">U.S. Tax Court<\/a><\/li>\n<li>Being <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-levy\/\" target=\"_blank\" rel=\"noopener\">levied<\/a><\/li>\n<li>Waiting on a pending <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-innocent-spouse\/\" target=\"_blank\" rel=\"noopener\">innocent spouse<\/a> or <a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/tax-dictionary-offer-compromise\/\" target=\"_blank\" rel=\"noopener\">offer in compromise<\/a> application<\/li>\n<\/ul>\n<p><a href=\"https:\/\/www.hrblock.com\/tax-center\/irs\/audits-and-tax-notices\/bill-for-unpaid-taxes\/\">Learn all the options you may have if you can\u2019t pay your taxes.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>IRS Definition The IRS began a new private collection program for certain overdue federal tax debts.
